PROBLEM TO BE SOLVED: To obtain a wiper device and a coupling method for a pivot holder of the wiper device and a hollow frame, capable of preventing the reduction in strength or a residue of stress on a member after coupling, ensuring coupling fix accuracy for a long term, easily executing by simple positioning that can be checked from the outside without complex positioning, and improving assemble workability. SOLUTION: In this wiper device 10, fitting portions 36, 38 of pivot holders 12, 14 are fitted and coupled with connecting portions 44, 46 of a pipe frame 42. The fitting portions 36, 38 and the connecting portions 44, 46 are formed by the same resinous material, and surfaces of both members are melted by adding high frequency vibrations under the condition fitting with each other. Then, the melted portions are hardened, thereby coupling and firmly fixing both members.
