PROBLEM TO BE SOLVED: To improve work environment and to facilitate accuracy management. SOLUTION: First, an outer cylinder 1 is constructed, and a hydraulic elevator 6 is installed in portions at required intervals in the circumferential direction of the outer periphery of the outer cylinder 1 on the ground. A work stage 8 extending in the circumferential direction in the outer periphery of the outer cylinder 1 is placed on each hydraulic elevator 6. Subsequently, a chimney observation platform 4 is assembled and carried on the work stage 8. After that, the observation platform 4 is raised with the work stage by the hydraulic elevator 6, and when it reaches a required height, the observation platform 4 is fixed to the outer periphery of the outer cylinder 1. After that, the work stage 8 is lowered by the hydraulic elevator, and then dismantled and removed. During the lifting work and fixing work for the observation platform 4, with the observation platform 4 always carried on the work stage 8, various works are performed on the work stage 8.
