PROBLEM TO BE SOLVED: To provide a vegetation mat formed solely of materials which will be integrated with the ground through secular changes without causing environmental disruption, while allowing plants to grow readily, and capable of dealing with vegetation sites where a vegetation base is insufficient. SOLUTION: A wooden nonwoven fabric 2 is laminated over a sheet of jute cloth 1 and a vegetation part layer 3 having fertilizer 33 and seeds 32 mixed into a base material 31 is laminated over the nonwoven fabric. The vegetation part layer is covered with a water-soluble film 4 and a palm fiber layer 5 having a predetermined thickness and provided with either or both of small holes 51 and cuts 52 appropriately spaced from one another is placed over the vegetation part layer. A grating 6 formed on the palm fiber layer is used for covering, and these laminates are entirely sewn together by a natural fiber thread 7.
