PROBLEM TO BE SOLVED: To provide a soundproof material which basically consists of inexpensive and recyclable cellulosic fibrillated matter and crushed matter having excellent soundproof performance, is easily regulated in repulsive force by the additives to be added to sound absorption and sound insulation components and is enhanced in moldability. SOLUTION: Chip-like resin foams of a melting point >=110 deg.C, such as chip urethane 22, for regulating the repulsive force are added to the sound absorption and sound insulation components basically consisting of the cellulosic fibrillated matter or crushed matter and a resin binder, by which the repulsive force of the products is regulated while the cost is reduced. Fibers 23 of a fibrillation length of >=3 mm in average length obtained by fibrillating the fiber products consisting of plant fur, plant seeds, animal fur or synthetic fibers are added in place of the chip urethane 22 to the components and binder described above, by which the moldability is improved and the dust generation specific to cellulosic products is lessened while the increase of the cost is prevented.
