PROBLEM TO BE SOLVED: To quickly shift a continuous casting operation into a stationary control by stabilizing a molten metal surface level when the casting is started while holding optimally a fixed command control characteristic at the stationary time to a most suitable value. SOLUTION: A molten metal surface level changing rate is obtained from the actual measured value of the molten metal surface level before control starting point ML0 of the molten metal surface level and also, a setting value SV(n) of the molten metal surface level in the interval from the control starting point ML0 to a stationary control level ML at each control period based on this molten metal surface level changing rate. The opening degree of a sliding nozzle is controlled so that the measured value of the molten metal surface level corresponds to this setting value SV(n) and in the interval from ML0 to ML, I-PD control is adopted and on and after ML, PID control is adopted.
