The present invention provides a floating offshore structure comprising: a main floating body which is arranged on the sea in a floating state; and a rolling control unit which is connected to the main floating body and maintains the balance of the main floating body by absorbing waves transferred to the main floating body. Thus, the floating offshore structure prevents the main floating body from rolling due to the waves by absorbing wave kinetic energy generated in a direction from the sea to the main floating body using the vertical reciprocating energy generated by the rolling control unit, and maintains the stable balance state of the main floating body on the sea.
