PROBLEM TO BE SOLVED: To utilize part of treated water for improving productivity by an improvement in the environment of livestock barns, for reduction of a cost by lessening of dependence on chemicals and for recycling by formation of a liquid manure as an agricultural material by forming waste water as highly reducible water as a means for simplifying the treatment of the livestock waste water. SOLUTION: Photosynthesis bacteria are fed into the livestock waste water containing excreta of livestock and the waste water is aerated. The oxidation reduction potential of the waste water is lowered by the propagation of the photosynthesis bacteria and thereafter the aeration is stopped and the waste water is treated by the photosynthesis bacteria under aeration conditions, by which the reduced water is obtained.
