PROBLEM TO BE SOLVED: To prevent increase or fluctuation of the porosity of a porcelain having a low dielectric constant when the porcelain having a low dielectric constant is produced by pulverizing a ceramic powder having a dielectric constant of <=10 in an aqueous dispersion medium and sintering the obtained powder. SOLUTION: The porcelain having a low dielectric constant is produced by pulverizing the ceramic powder having a dielectric constant of <=10 in an aqueous dispersion medium containing a dissolved polymer dispersant and sintering the obtained powder.
