摘要 <p>PROBLEM TO BE SOLVED: To solve the problem of conventional variable length encoders that have caused overflow and underflow at a fixed transfer rate or underflow at a variable transfer rate, at a border of connection of variable length encoded data, when the variable length encoded data are connected or read destination is changed. SOLUTION: A buffer management unit 23 sets a target code quantity, so that the code quantity of received variable length encoded data is contained within a prescribed buffer capacity. A target code quantity limit unit 24 limits a buffer capacity of one preceding picture at a connection point so as to make it converge to a 1st buffer capacity, on the basis of picture count information. The target code quantity is fed back to a variable length encoder 21. At the inputting of a first picture in a prescribed picture unit, a buffer capacity reset unit 22 generates a reset signal and supplies it to the buffer management unit 23, on the basis of the picture count information to reset the buffer occupied capacity to a 2nd buffer capacity which is equal to or smaller than the 1st buffer capacity at the start of the connection point.</p>
