A cooling and heating system using the radiant with convection includes: a heat source installed outdoors for generating cool or warm water; first guide pipes for guiding and circulating cool or warm water from the heat source through the internal floor of rooms; first heat-exchanging units embedded under the floor or the room in a connection with the first guide pipes; second guide pipes for guiding and circulating cool or warm water supplied from the heat source to the inside of the rooms; second heat-exchanging units installed inside the room in a connection with the second guide pipes; sensing units for detecting temperature at the internal space of the rooms, and controller for controlling the flow of cool or warm water supplied from the heat source in response to a signal probed by the sensing units and the operational speed of fans installed inside the second heat-exchanging units, so that air current at the ceiling and wall is utilized and thermal conduction and convection from the floor of rooms are induced for cooling/heating operations to rooms to make users feel pleasant at the internal environment of rooms and to reduce energy consumption.
