A fixed laminated first iron core (1) supports a first concentrically wound coil (2) and has in it a shaft (4) rotating concentrically with a first bearing (3). An inner rotor fixed on the shaft has a second iron core (5) with claws (7) and a second coil (6). The shaft supports a second bearing (8), in which an outer rotor rotates and has a non-magnetic disk (9) and a sleeve (10) made from magnetic material. On the inner side of this sleeve there are permanent magnets (11,12).
