PROBLEM TO BE SOLVED: To provide a porous resin seal plate and a method for making it which can be repeatedly used without supplying ink for a long period of time by impregnating the seal plate with ink beforehand. SOLUTION: An original, through which light can be selectively passed, is superposed on a porous resin body, in which at least a phthalocyanin pigment, as a heating material, in which heat is generated by means of the light radiated from a light source, is mixed, and light is then caused to irradiate the surface of the resin body from the original so that the light passed through the original causes the heating material to generate heat, so that the surface of the resin body is melted to form a non-exuding part.
