SOLUTION: A program synthesizing apparatus comprises a program merging pattern database 3 in which program synthesizing pattern information P corresponding to each processing menu is pre-stored, a program storage section 2 to store a program 4 referred to by the information P stored in the database 3 and a frame 1 to accept inputs of processing menus, to select the information P corresponding to the inputted menus from the database 3 and to acquire the program 4 among the stored program 4 in the storage section 2 according to the selected information P so as to merge the acquired program 4 according to the information P.
