PROBLEM TO BE SOLVED: To attain the addision of the same evidence ability even to an information published or disclosed on a network as printed and published matters by making it possible allowing a verifying that various kinds of information is in accessible state for anyone on the network as electronic data, in other words, that the electronic data have been already published and opened to the public on the network. SOLUTION: The public opening verifying system comprises an information providing server 10 having a public information storing function 12 to store public information and a public information publishing function 13 to provide the public information to an information terminal 30 which has accessed via a communication network 2 to browse the public information and a server 20A having a data trap function 22 to acquire the public information browsed by the information terminal 30 and access date and time to the public information as a browsing access log and a data storage function 23 to store the browsing access log acquired by the data trap function 22.
