PURPOSE: A system and a method for controlling an engine for a vehicle is provided to improve fuel efficiency by recognizing a no-load engine idle state during a low-speed travel or a clipping and changing a target rpm depending on the increase of time in proportion to a present target rpm. CONSTITUTION: A system for controlling an engine for a vehicle comprises a vehicle traveling state detector(100), an engine control unit(200), and a drive unit(300). The engine control unit initializes all variables and checks the transmission of a vehicle. A target rpm depending on the transmission of the vehicle is determined. The engine control unit decides if the traveling condition of the vehicle is corresponding to a clipping. In the clipping condition, the clipping time is added up, and the added clipping time is compared to a first clipping time condition. If the first clipping time is satisfied, the target engine rpm is changed by subtracting a first compensation value. If the clipping time is included within a second clipping time, the target engine rpm is changed by subtracting a second compensation value. A fuel injection control signal corresponding to the changed target engine rpm is outputted. Therefore, fuel efficiency is improved.
