PROBLEM TO BE SOLVED: To obtain a branched polyvinyl imidazo phosphate which forms the agglomerated flocs and reduces the water content of a dehydrated cake in the use for waste water treatment, especially sewage treatment, a polymer flocculant comprising the phosphate, and to provide a method for producing the floculant. SOLUTION: The phosphate characterized by being the Huggins constant k' measured at 30 deg.C in an aqueous solution of sodium chloride of 0.1 mol/l of 0.2-1.2 and the intrinsic viscosity [η] of 2-20 is produced. It is used for the floculant.
