SOLUTION: This snow melting method is so constituted that underground water storage tanks are provided in a park, etc., communicating with a road to store rainwater therein, and the carried-in snow is made fluid by pumped up water from the underground water storage tank, drained from an inlet opened in the ground to the underground water storage tank, and melted in the underground water storage tank. This snow melting device is essentially provided with the charging inlet 4 opened in the ground, the underground water storage tank 3 provided in the underground of the park, etc., communicating with the road, an intake pipe 6 taking out the water in the underground water storage tank 3 to the outside of the charging inlet 4 and sprinkling it on the snow from an outlet 6a in the tip, and a water pump 14a provided in the intake pipe 6.
