PROBLEM TO BE SOLVED: To prevent the formation of a scale substance such as magnesium silicate, calcium silicate, in a diluted heavy metal capturing agent solution in a treating process for preventing the elusion of the heavy metals in fly ash. SOLUTION: In this process for treating the fly ash in which a diluted solution of a liquid chelating agent is added into the fly ash from an incinerator and they are mixed, an amino carboxylic acid base chelating agent is included in the diluted solution of the liquid chelating agent, and a heavy metal elusion inhibitor includes the liquid chelating agent and the amino carboxylic acid base chelating agent.
