PROBLEM TO BE SOLVED: To be used for multipurpose uses. SOLUTION: This cutoff device is provided with a grooved recess 3, a lid member covering the recess 3, a gutter 24 formed along the groove direction, 32 of the recess 3, and a gutter lid 28 covering the gutter 24. The recess 3 is formed deeper than the gutter 24 and the lid member 6 is provided with a wall surface 12 partitioning between the recess 3 and the gutter 24, and a material 15 provided in a part sandwiched between the wall surface 12 and the upper surface 10 of the lid member and being lighter than water. The lid member 6 and the gutter lid 28 are connected bendably about a hinge 35 provided in the groove direction 32 of the both lid members, the gutter-side tip 17 of the lid member 6 and the bottom 26 of the gutter are rotatably fixed, and a cutoff sheet 43 is provided between the gutter side of the lid member 6 and the bottom 26 of the gutter.
