PURPOSE: A certification device and method by recognizing iris are provided to perfectly prevent piracy by recognizing a user through a terminal capable of sending a video and the iris recognition. CONSTITUTION: A cellular phone comprises a camera(70), an iris image processor(30) extracting the iris image from the output image signal of the camera, outputting the control signal of the LED and capturing the iris image, an LED driver(20), a distance measurer(10) measuring the distance to the eye b using the infrared ray, an iris image transfer part(50), and an image capturing alarm(40). A server comprises an iris image receiver receiving the iris image transferred from the cellular phone, a certification controller certifying an authorized user by comparing the received iris image with a user ID and the previously stored iris image, a certification data storage storing the ID of the registered user, an iris image storage storing the iris image of the registered user and a certification result inform part transferring the certification result to the cellular phone.
