PROBLEM TO BE SOLVED: To provide an emulsion preparation apparatus cable of preparing an emulsion which is hardly separable and is stable, and also capable of realizing the cost reduction and the miniaturization of the apparatus. SOLUTION: The emulsion preparation apparatus is provided with a mixing means to admix liquids each other, a booster pump to raise a pressure of the resultant mixed liquids prepared by the mixing means, an emulsifying means 60 with a plurality of rooms 61A divided by partition walls 64 and having three small holes 64A formed therein in connection with the neighboring room 61A each other. The mixed liquid transferred to the emulsifying means 60 under pressure by the booster pump is jetted from the small holes 64A of the partition wall 64 at a high speed under a high pressure to generate fluid friction. Therefore, particles of the mixed liquid can be finely divided to obtain a stabilized water emulsion fuel of good quality. Further, the emulsion preparation apparatus is capable of realizing the miniaturization and the cost reduction of the apparatus itself because the emulsion preparation apparatus is composed of the mixing means and the emulsifying means 60 having a simple structure.
