PURPOSE: Impact absorbing structure of a cowl panel for a vehicle is provided to minimize damage of a pedestrian by absorbing impact through a cowl top out panel. CONSTITUTION: Impact absorbing structure for a cowl panel for protecting a pedestrian comprises a hood inner panel formed on a hood panel of a vehicle; a cowl top out panel installed on a cowl panel; a bolt fixing the cowl top out panel on a bracket; upper and lower panels(14,15) forming the cowl top out panel; long grooves(14a,15a) separately arranged on the upper and lower panels; and a nut(17) fixing a bolt(16) on the long grooves. Impact generated in the hood panel is transferred into the upper panel. Then, the impact is moved along the long groove of the upper panel. Thereby, the impact absorbing structure for the cowl panel in a vehicle minimizes damage of a pedestrian by absorbing the impact through the cowl top out panel.
