Porous biomaterial (I) comprises a porous hydrophilic or amphiphilic polymer matrix (support matrix) whose pores contain a porous polymer gel matrix (filler matrix), where the pores of the support matrix are of greater diameter than the pores of the filler matrix. Independent claims are also included for the following: (1) a process for producing (I), comprising impregnating the support matrix with an aqueous polymer solution, an aqueous solution of a gelling agent and optionally a composition comprising a biologically and/or chemically active substance; (2) a device comprising (I) for the controlled release of a biologically and/or chemically active substance; (3) a composition comprising (I); (4) an injectable solution comprising (I) for intra-tissue or intra-vascular implantation.
