SOLUTION: This memory writing device 1 is provided with a normal communication stopping means 11 for transmitting a ready signal being a signal for turning an ECU into a normal communication stopped state to all ECU 3, a normal state confirming means 12 for confirming that all the ECU 3 are put into the normal communication stopped state, a communicating speed changing means 13 for transmitting a change signal being a signal for changing the communicating speed of the ECU 3 to all the ECU 3 when it is confirmed that all the ECU 3 are put into the normal communication stopped state, and a memory writing means 14 for performing writing processing to a flash memory 17 at the time of receiving the replay signal of the change signal from all the ECU 3.
