PROBLEM TO BE SOLVED: To efficiently deliver an article using simple constitution, when required. SOLUTION: An upper part 7A and a lower part 7B of a carrier 7 are formed to operate separately, the carrier lower part 7B is moved vertically integrated with the carrier upper part 7A, when a napier screw member 6 is rotated normally, to release a stopper 84 for maintaining closed condition of a lower pedal 4 when being lowered, and the lower part 7 is lowered separated by itself from the carrier upper part 7A stopped in a stand-by position when rotated in reverse, to bring the pedal 4 into an opened condition by releasing the stopper 84. An upper pedal 2 and the lower pedal 4 are thereby brought into opened conditions, at the same time.
