PROBLEM TO BE SOLVED: To provide efficient data communication according with the use condition of transmitted and received data. SOLUTION: The transfer rate of transmission data, for example, an MPEG2 compressed picture is changed on the basis of various condition change on the picture transmission or reception side. For example, the picture transmission side transfers picture data of high bit rate, namely, high picture quality when input is performed from an input means like a keyboard and transfers data at a low bit rate, namely, with a low picture quality when no input is performed from the input means like the keyboard over a prescribed time. By this constitution, the increase of network traffic is suppressed to realize efficient picture transmission and reception. |
