PROBLEM TO BE SOLVED: To precisely charge a price for providing service when providing a service for a user from a service provider. SOLUTION: An agent 3 prearranged a contract agent 4 for a user 1. Here, when the user 1 requests a service from the service provider 2, the provider 2 request authentication of the user 1 from the agent 3. The agent 3 confirms that the user 1 is permitted to receiver the service by confirming arrangement of the contract agent, and informs the provider 2 of the effect. Thus, the provider 2 starts to provider the service for the user 1, and the contract agent periodically transmits information required for charging such as a providing state of the service and a transfer data quantity to the agent 3 when starting to provide the service. The agent 3 successively gathers these information, and performs charging settlement processing. |
