PROBLEM TO BE SOLVED: To provide a image pickup device capable of adjusting the brightness of a vehicle compartment or a number plate, and making it easy to see the vehicle compartment even when the partial halation on a front glass is generated in a photographic picture in daytime. SOLUTION: This image pickup device is provided with a first illuminating device 4 having light distribution characteristics for illuminating a whole vehicle including a front glass, and a second illuminating device 11 for illuminating the periphery of the front glass of the vehicle. The respective illuminating devices 4 and 11 are allowed to simultaneously emit lights, photographing is performed simultaneously with a camera 3 for photographing the whole vehicle, and a light quantity difference between the whole vehicle and the front glass is set. Thus, it is possible to recognize the number plate and the vehicle compartment only by one camera.
