SOLUTION: A front-face glass substrate 2 and a rear-face glass substrate 3 are adhered to form a sealed vessel 4, and a transparent front-face electrode 5 is installed on the outer side face of the front glass substrate 2, and a transparent rear face electrode 6 is installed on the outer side face of the rear glass substrate 3, and a mixed gas of xenon and argon is enclosed in the sealed vessel 4.
