PROBLEM TO BE SOLVED: To solve such a problem that only one memory is used when program update is not performed in a conventional manner in a method for performing program update by doubly using memories for program storage. SOLUTION: When program update is not performed, a memory other than a memory in which a program which is being operated at present is stored is made available for the other purpose. Thus, it is possible to realize the valid use of the memory.
