PROBLEM TO BE SOLVED: To provide a multimedia signal coder that controls a code quantity outputted from an image coding circuit in real time with high accuracy, multiplexes signals of a plurality of kinds such as voice/image/control signals or the like and transmits the multiplexed signal. SOLUTION: An output code quantity control circuit 150 confirms a voice data storage quantity stored in a voice coded data storage buffer 111, an image data storage quantity stored in an image coded data storage buffer 121, and a control data storage quantity stored in a control data storage buffer 131 to decide how to control the image coded data outputted from an image coding circuit 120. The image coding circuit 120 codes an image signal received from an image input terminal 122 according to a control method of which the output code quantity control circuit 150 informs while controlling the quantity of the outputted image coding data and stores the coded signal to the image coding data storage buffer 121.
