PURPOSE: To improve a receiving quality in comparison with that of a conventional method even when instantaneous transmitting power control is not performed. CONSTITUTION: A mobile station MS#0 measures power received from peripheral base stations and judges which base station is to be connected for satisfying a desired down link receiving quality (S1). The mobile station MS#0 reports the base station desired to be connected to a radio network control station RNC (S2). When there is a down link transmitted signal addressed to the mobile station MS#0, the radio network control station RNC, which receives that notice from the mobile station MS#0, copies that signal and transmits it to a relevant base station (S3). As a relevant base station, three base stations BS#0, #1 and #3 are shown as examples. The mobile station MS#0 receives signals transmitted from respective base stations (S4) and synthetically receives these signals (S5) so that the desired down link receiving quality can be satisfied.
