PROBLEM TO BE SOLVED: To provide an image forming device and a process cartridge in which conductive fine powder is stably supplied by a developing means, the margin for leaked images is maintained, deterioration in the picture quality due to fog is suppressed as well as the Vd holding property is improved. SOLUTION: The developer contains (i) a magnetic toner having inorganic fine powder and (ii) conductive fine powder having conductivity. The magnetic toner has 0.970 to 0.995 average circularity and shows 10 to 50 Am2/kg (emu/g) saturation magnetization under 79.6 kA/m (1000 Oe) condition. The electrifying means is a flexible electrifying member which allows the conductive fine powder to be present in the contact part with an image carrying body and which receives the conductive fine powder supplied from a developing means by catching the conductive fine powder carried together with the magnetic toner on the image carrying body and repeats electrification of the image carrying body. A gap D is formed between the image carrying body and the developer carrying body and the average of the gap D is controlled to 150 to 250 μm.
