A pair of valves (17,18) is placed in an inlet (15) and an outlet (16) of a hydrogen circuit (14) of an anode compartment (3), respectively. The valve in the inlet of the hydrogen circuit is progressively controlled by a detector (19) which detects pressure of a gas in the anode compartment.
