PROBLEM TO BE SOLVED: To inexpensively provide a packaging bag which is easy to handle, can reduce a storage space and can carry an object to be carried efficiently and protectively. SOLUTION: The packaging bag comprises an outer bag 1 made of a film comprising a synthetic resin as a material and an inner bag 3 integrally provided inside the outer bag 1 by heat-sealing and made of a film comprising a synthetic resin as a material. A part of a periphery of the outer bag 1 is made to be capable of opening/closing by a zipper 6, so that an object to be carried is put in/out of the inner bag 3 while the zipper 6 is opened. The bag is so constituted that air, ice, a cold insulating agent, a heat insulating agent or the like is put into the outer bag 1 to surround the inner bag 3 from another part of the periphery of the outer bag 1 and then the other part of the periphery of the outer bag 1 is closed.
