PROBLEM TO BE SOLVED: To reduce the cost of a packed tower for exchanging heat and/or materials. SOLUTION: The tower includes at least one exchange section fixed between a related upper liquid distribution device and a lower fluid inlet/outlet or a related lower liquid distribution device and the exchange section includes an upper part and preferably a normal type separated part below it. An upper packing part of at least one packing section includes a packing module having transfer units less than that of a normal part of the packing module in the same section. The tower is applied for a double tower for air distillation.
