PROBLEM TO BE SOLVED: To provide a traffic allocating method or the like by which the traffic volume of an entire system can be accommodated at a maximum under constraint of the transmission power of a master station and the entire traffic volume can be accommodated at a maximum with a fixed allocating rate based on the operation policy of a communication enterpriser. SOLUTION: The method has a step for calculation using linear programming for maximizing a traffic volumeΣjΣk S(t, j)e(k, t, j) accommodated in all master stations j as a objective function under condition of constraint that the transmission power P×Σk S(t, j)e(k, t, j) (transmission power P of 1 Erlang) becomes the maximum transmission power Pmax or under concerning all the master station j and that a traffic volumeΣje(k, t, j) in an area (k) accommodated in each of a plurality of master stations (j) becomes a traffic volume Eg(k, t) or under of the area (k) concerning all the area (k) covered by the master station (j) in which the transmission power exceeds the maximum transmission power Pmax.
