PROBLEM TO BE SOLVED: To provide a device and a method which can display an OSD message and video at positions where a user can easily view them even when the OSD font is rotated. SOLUTION: The OSD rotating device is equipped with a central processor, a font address generator, a memory, a font ROM, a decoder, a shift register, an output controller, an output circuit, a synchronizing signal generator, and a display device. By this constitution, an OSD font corresponding to an OSD font address is generated. Then the OSD font is read out and sent to the decoder. Further, the decoder decodes the OSD font to generate multiple rotated fonts. The OSD message including the rotated fonts is displayed by the display device so that the display of the video is synchronized with the OSD message.
