PROBLEM TO BE SOLVED: To solve the problem that data transmitted for a long distance by an optical fiber introduce an error caused by the distortion and replacement of original data in a receiving terminal and the error is increased by the non- linear characteristics of the fiber when a transmitting power is increased for increasing a signal level in the receiving terminal. SOLUTION: By evaluating an error rate caused by amplified natural discharging and four-wave mixing, an emitting power is optimized. Thus, a signal to noise ratio exceeds a threshold level but the emitting power can be maximized.
