PROBLEM TO BE SOLVED: To use a seat plate and a component of a slat immediately above the seat plate to form a handle portion for opening and closing a shutter. SOLUTION: A seat plate 10 which constitutes a slat at the lowermost end is formed with a horizontally projecting side 10f which projects indoors from an indoor side upper end portion. A projecting part 9d facing indoors is formed at the mid portion 9c of the slat 9 located immediately above the seat plate 10. The horizontally projecting side 10f is located in approximately the same position as the indoor side end portion of the projecting part 9d.
