PROBLEM TO BE SOLVED: To prevent the occurrence of illegal operation in the case of shifting data in order to update a card and to attain sure and safe data shift for the update of the card by reducing dangerousness of wire tapping of data without storing data read out from and old card in a non-volatile memory at the time of updating an IC card and limiting the writing frequency of data only to one operation. SOLUTION: In the case of shifting data in a card application from an IC card 110 to an IC card 114, whether a data reading or writing command in a card application issued from a processor 101 has been performed before in the same card and the same application or not is judged. Thereby the performance history of the reading or writing command is recorded in the IC card. Data in the card application used for data reading are invalidated and the card application is disabled from being performed.
