An apparatus and method for determining the angles-of-arrival and the polarization states of incoming RF signals of unknown polarization using five or more independent phase difference measurements using RF antenna elements of differing yet known orientations of polarization and common tilt angle. The apparatus includes an array (311) of substantially identical RF antenna elements (301), an antenna element selection network (204), multi-channel RF receiver (606) for determining at least five independent phase differences (110) and measured powers (712) and processing means performing the steps of determining from the measured powers the phase corrections (716) to the independent phase difference measurements caused by polarization diversity between pairs of antennas, correcting (717) independent phase difference measurements with the phase corrections and determining (721) the unique angles-of-arrival and polarization states of the incoming RF signals.
