PROBLEM TO BE SOLVED: To overcome problems such that an increase in cost, the extension of a construction period and the need for ground reinforcement are caused by such a construction method as to pull up a long existing pile integrally with a casing having a larger diameter than the existing pile by burying the casing in the ground to the lower extreme end of the existing pile or as to latch a latching pawl to the edge of the lower end of the existing pile for the purpose of pulling up the existing pile by forming a through hole in the center of the existing pile during the removal of the existing pile. SOLUTION: In a method and a device for cutting and pulling out the existing pile, excavation is conducted while rotating the casing around the existing pile and stopped when the excavation is conducted to a prescribed depth, and ultra-high pressure water is ejected from a nozzle with the rotation of the casing for the purpose of performing cutting to a section at such a depth as to enable the separation of the existing pile. After that, the upper part of the cut existing pile is separated and pulled out, and the lower part thereof is left as it is. The casing is pulled out for recovery after a filler is infilled into a hollow part formed after the above upper part is pulled out.
