PROBLEM TO BE SOLVED: To realize reduction of dimensions of a body, weight reduction and cost reduction on a higher level while achieving reduction of deceleration of an occupant. SOLUTION: The device has a lock plate 10 and a movable plate 12 for fixing a seat 1 in an arbitrary position, and an actuator 8 is provided between the seat and the movable plate. The actuator moves the seat to the rear of the body at an initial stage of collision, acceleration is caused to the seat by a collision between a collapse tube 8k and a piston head 8b within the actuator at a middle stage of collision, and the seat is made integral with the body at a final stage of collision. Thus, the decelerations of the body, the seat and the occupant can be made equal to one another at the early stage, the reduction of the dimensions of the body can be attained since this device can be placed in a space below the seat, not requiring any special free space for the mounting, and the weight reduction and the cost reduction can be furthered.
