PROBLEM TO BE SOLVED: To provide a disperse auxiliary agent capable of dispersing water-soluble polymer powder and/or inorganic powder in a water-based liquid efficiently and uniformly and a skin external adhesive composition capable of obtaining excellent cooling effects and good usability. SOLUTION: The agent, for improving uniform dispersion of the polymer powder and/or the inorganic powder into the water-based liquid, contains a polymer compound with high water absorption having water absorptivity of 10 times or more its own weight. The composition contains (A) a polymer compound with high water absorption and/or a cross-linked product thereof having an anion group, (B) 0.01-10 mass% of the polymer compound with high water absorption, (C) 70-98 mass% of water, and (D) 5 mass% or lower of 2-3C polyhydric alcohol.
