PROBLEM TO BE SOLVED: To intend sales promotion of a store carrying out over-the-counter sales. SOLUTION: A registration control part 11 guides the bidding of an over-the- counter price to each online-store terminal 3, and registers the over-the-counter price responded from each online-store terminal 3 in a price DB 15. A display control part 12 displays the minimum over-the-counter price on an end user terminal 2, and connects the end user terminal 2 to an online-store server 4 operated by a store selling at the minimum over-the-counter price, in response to a request from the end user terminal 2.
