PROBLEM TO BE SOLVED: To reduce a labor required for buffering communication. SOLUTION: A host communication processing means 31 reads data out of subordinate communication data buffers 37 and 38, on and after the third reception of the host communication command of the same destination, and sends back a host communication response to a host device 2. A subordinate communication processing means 32 decides the issuing time of a subordinate communication command, based on the reception timing of the host communication command of the same destination. It transmits the subordinate communication command to a subordinate device 1 when the decided issuing time is reached, and stores the data of subordinate communication response transmitted from the subordinate device 1, according to the subordinate communication command in the subordinate communication data buffers 37 and 38.
