PROBLEM TO BE SOLVED: To provide an IC card system that can limit operation under a condition outside operational coverage. SOLUTION: The IC card system 16 has an IC card 1 and an IC card processor 15. The IC card 1 has a memory and a CPU for access control of the memory. The IC card processor 15 has a reader/writer 11 for accessing the memory in the IC card 1 via the CPU. The CPU prohibits memory access by the reader/ writer 11 when the quantity of state of the IC card 1 or the IC card processor 15 is outside operational coverage. |
