PROBLEM TO BE SOLVED: To provide a toll charging device and a system capable of realizing at low cost with a simplified system constitution. SOLUTION: This toll charging device for detecting data for executing charging generated by a passing vehicle has a radio part for receiving personal ID information transmitted from on-vehicle equipment loaded on the passing vehicle, a camera part for photographing the number plate of the passing vehicle, and a data accumulation comparison part for confirming whether the ID information from the passing vehicle whose number plate is photographed by the camera part is received by the radio part or not, and determining the ID information as data for executing charging when the ID information is received, and determining the information based on the photographed number plate as the data for executing charging when the ID information is not received.
