PROBLEM TO BE SOLVED: To download the same data to plural user terminals with good communicating efficiency. SOLUTION: A download user network is formed of a plurality of user terminals which receive the same download among user terminals 21-29. A distributing server 1 distributes divided data obtained by dividing the download data to the plurality of user terminals forming the download user network so that the data can be downloaded. Then, the plurality of user terminals mutually download the acquired divided data, and connect those data so that the download data can be acquired.
